Thank you for your August SDR
Thank you to everyone that submitted their August 2020 Single Data Return (SDR). Over 97% of August SDR were submitted on time.
Export Education Levy suspended
The Export Education Levy summary report will be removed from Services for Tertiary Education Organisation (STEO) website from December 2020.
The Education and Training Act (the Act) came into effect on 1 August 2020. The Act cancels the Export Education levy payment obligations for 2020 and 2021, to help providers affected by the loss of international students.
You can find more information about the Act on the Ministry of Education website.
2021 Generic Enrolment Form
The Generic Enrolment Form for 2021 is now available. The Generic enrolment form is a template that captures the minimum details for learners for the SDR process.
Please use the content from the Generic Enrolment Form for your 2021 enrolment process.

Updates to the December 2020 SDR manual and 2020 round
The 2020 SDR manual has been updated with the changes for the December return. In summary the changes are:
- Updated Managed Apprenticeship validation
The detailed changes for the 2020 round are below.
Managed Apprenticeship (MA) validation
The MA validations will be updated to reflect the changes in the MA definition in the Education and Training Act. New and updated error and warning conditions will be introduced for the December SDR. These changes are as follows:
New Error conditions
| Code | Description |
| 675 | MANAAPPR is Y and NZQF Level of the qualification is greater than 4 |
| 677 | MANAAPPR is Y And Qualification Award Category is 90, 91, 97 or 99 |
Updated Error conditions
| Code | New Description | Old Description |
| 648 | MANAAPPR is Y and NZQF Level of the qualification is less than 3 | MANAAPPR is Y and NZQF of the qualification is less than 4 |
New warning conditions
| Code | Description |
| 676 | If MANAAPPR is Y, the overall study must include at least 60 credits at NZQF Level 4 Qualification |
| 678 | If MANAAPPR is Y, the overall study must have at least 120 credits and lead to NZQF level 4 Qualification |

2021 Manual and changes to the April 2021 SDR round
The 2021 SDR manual has been released. Please use this to help with your student management system development for 2021. In summary, the following changes will be made for the April 2021 SDR round:
- Updated Fees Free Eligible indicator
- Ethnicity group changes
- Country list changes
The detailed changes for the April 2021 round are below.
Fees Free Eligible indicator
A new Fees Free eligible indicator will be introduced for Fees Free eligible students who start their Fees Free consumption in 2021.
