The Tertiary Education Commission (TEC) has released its Plan Guidance for providers submitting Investment Plans for funding from 1 January 2026.
Plan Guidance gives tertiary education providers information about what we require and expect to see in an Investment Plan and how we will assess it. This is key guidance on how Investment Plans should align with our investment priorities.
The Government is focused on building economic growth, including through skills development that leads to better employment outcomes and business productivity. That means focusing our investment on high-performing and priority provision.
We will strategically prioritise our funding to deliver for learners, industry, employers and communities. Providers should also reprioritise their existing funding, where relevant, to respond to our priorities.
Supplementary Plan Guidance will be released in June and will contain further information following Budget 2025. This information will be relevant when developing your Investment Plan and we recommend reading it alongside Plan Guidance.
For more information, see Guidance to develop your Investment Plan.
We encourage providers to engage with their Relationship Manager or contact our Customer Contact Group on 0800 601 301 or customerservice@tec.govt.nz.
