Adding, editing and uploading Mix of Provision (MoP) data
There are two methods available to enter data:
- Add row: Manually add or edit data in the MoP webform. The webform includes drop down lists of relevant reference data. Calculated fields update and file formats validate as you go.
This option is ideal for most providers.
- Upload file: Upload data into the webform using the CSV UTF-8 file format. Formula fields will calculate as part of the upload process. Once uploaded, data can be edited in the webform, if needed.
This option is ideal for more complex MoPs – multiple qualifications across multiple sites.
A one-off transition to the new MoP template is required for providers who wish to use prior year MoP data as their starting point.

Data requirements – MoPs
The Data Requirements document below tells you what data the Tertiary Education Commission (TEC) needs from you when you submit your MoP on DXP Ngā Kete.
This includes how to prepare your MoP template .csv upload files.

We have updated the names of the EPIC data submissions to reflect the current policy setting.
However, there are no changes to the data you need to submit for EPICs.
You must complete EPICs using the DXP Ngā Kete webforms. The data requirements and specifications are built into the webform – with instant data validation and drop-down reference data values.

We have updated the DQ3-7 and 7+ template requirements to better align to work-based and provider-based delivery. Here are the details of DQ3-7 and 7+ MoPs required for different TEOs and what has changed for 2025.

The Reference Data document below lists values for specific fields referred to in the Data Requirements. Reference data will be aligned to Stats NZ definitions (where possible).

TEO-specific qualification reference data will be provided in the DXP Ngā Kete webforms for these templates:
- Delivery at Levels 1-2 (DQ1-2) MoP
- DQ3-7 and all industry training (DQ3-7) qualification MoP
- DQ7(degree) and above (DQ7+) qualification MoP
- Youth Guarantee MoP.
MoP tolerance error and warnings
The error and warning messages in the table below will display in DXP Ngā Kete if your MoP is outside the allowable tolerance in relation to Fund and funding allocation.
