This page sets out the eligibility criteria for TEOs, programmes and learners for Workplace Literacy and Numeracy (WLN) TEO-led funding. See WLN Employer-led for information about WLN Employer-led funding.

Tuition must be delivered to each learner face-to-face.

Community links must be evident through relationships between TEOs and local business, industry, employers.

TEOs that receive WLN funding should also demonstrate that they will:

  • complete a workplace literacy and numeracy analysis for each business
  • develop a customised and structured literacy and numeracy learning programme
  • maintain auditable records of employee participation and learning gain
  • agree explicit business outcomes linked to the programme with each business, and report progress to the business on these which we may audit
  • work with individual employees for a maximum funded contract period of one year, and
  • ensure the business has sufficient commitment and expertise, where viable, to continue contributing to raising employees' literacy and numeracy skills at the conclusion of the programme after the TEO exits.

Note: ‘subcontracting’ in Condition: Subcontracting refers to a situation in which a TEO uses WLN TEO-led funding to pay another TEO to deliver teaching and/or assessment on its behalf. It excludes teaching and learning activities contracted to individuals or organisations that are not TEOs (for example, an employee on a fixed-term contract, an honorary staff member, or a contract for teaching and learning services with a subject-matter expert for part of the programme).

Hours of delivery

The total hours of literacy, numeracy, or literacy and numeracy tuition received by each learner enrolled in a WLN TEO-led programme with a TEO is expected to be between 25 and 80 hours, with some exceptions. For example, some learners may:

  • receive less provision than this due to deciding to withdraw or move jobs, or
  • remain eligible to be enrolled in a WLN TEO-led programme even though they have received 80 hours of tuition. These learners may continue to be enrolled until they are not eligible.

We expect these learner numbers to be few when compared to the TEO’s total WLN TEO-led learner count.

Intensity of delivery

The intensity of literacy, numeracy, or literacy and numeracy, tuition received by each learner enrolled in a WLN TEO-led programme with a TEO must be 40 hours over any 10 to 40 week period (or portion of the period). Alongside that programme duration the delivery model is as agreed among the employer, employee and the TEO delivering the programme.

The reason for this approach (rather than a range of hours per week) is to provide flexibility for TEOs to ensure the delivery model meets both employer and employee needs. Delivery could, for example, be weekly, or it could be in blocks with breaks of several weeks between.

Example:

Calculating time period for delivery for a 25 hour WLN TEO-led programme:

25 hours/40 hours = 0.625 (proportion)

0.625 x 10 weeks = 6.25 weeks (shortest 25 hour programme duration)

0.625 x 40 weeks = 25 weeks (longest 25 hour programme duration)

The 25 hour programme must be delivered over at least 6.25 weeks (rounded up to the nearest whole day) and over no more than 25 weeks.
