In July 2023, the Ministry of Education consulted with the sector on the funding determinations (also known as the funding mechanisms) and fee regulation settings for 2024.

The Minister of Education has now approved the final determinations, fee regulation settings, Fees Free and Tūwhitia delegations which take effect from 1 January 2024.

‘Tuwhitia – Accelerating Learner Success’ is a new fund to help co-fund learner success initiatives. You can find more information on this new fund on the TEC website: New fund to support learner success.

You can now view the final signed copies of the following documents on our funding mechanisms and delegations page:

  • 2024 funding determinations
  • Fees Free delegations, and
  • Tūwhitia delegations.

You can find a summary of the variations made to the 2023 funding determinations, Fees Free delegation and fee regulations at 2024 funding mechanisms changes.

Although the Fees Free delegation has been approved, the Fees Free website and NSN checker is not live with the 2024 eligibility criteria. We will update TEOs when the Fees Free website is live with 2024 eligibility.

The 2024 funding rates have also been published on our website.

The 2024 funding conditions catalogue will be published in October 2023 on our Funding conditions by year page.

We are currently updating the guidance for the different fee regulation settings, and these should be available in September 2023.
