This page sets out funding and payment information for the Adult Literacy Educator (ALE) Fund.

The Literacy and Numeracy funding mechanism is issued by the Minister responsible for tertiary education. The funding mechanism outlines the general form and essential components of the fund. It provides the mandate for us to allocate the funding and what the funding can be used for, and details how we administer the fund.

Funding is agreed through a tertiary education organisation's (TEO's) Investment Plan (Plan).

A TEO that receives Adult Literacy Educator funding is required to:

Funding rate

We allocate Adult Literacy Educator funding to a TEO on the basis of a specified number of places in programmes leading to literacy and numeracy qualifications at level 5 on the NZQF.

The funding rate is $2,000 per learner, as a grant to contribute to the learner's fees.

From 1 January 2020 the funding rate per learner will increase to $2,036.

Payments are made in equal monthly instalments.

Funding recoveries

Minimum achievement levels

A minimum of 80 percent of learners must complete 40 credits towards an approved adult literacy educator qualification over a 12-month period.

Where the 80 percent threshold is not met, we recover funding.

Recovery is based on the dollar value of the difference between the percentage of completions achieved within the 12-month timeframe, and approved funding (100 percent).

We also recover funding if the TEO does not meet a condition of funding set out in its funding approval documentation.
