This page provides information about how Adult and Community Education (ACE) in tertiary education institutions (TEIs) funding is set, and payments are made.
The Minister responsible for tertiary education issues the ACE funding mechanism. It sets out the purpose of the fund and gives authority to the Tertiary Education Commission (TEC) to administer the funding.
Funding is agreed through an eligible TEI’s Investment Plan.
A TEI that receives ACE funding is required to:
- comply with the requirements of the Education and Training Act 2020, and
- comply with the funding conditions for the relevant year specified in its funding approval documentation.
Funding allocations and payments
Funding allocations, including any amendments are available through the My Allocations and Payments app on Ngā Kete.
ACE funding is paid in equal monthly instalments.

Funding formula
We determine the appropriate amount of ACE funding for eligible TEIs.
We measure ACE enrolments in equivalent full-time students (EFTS) for TEIs. One EFTS is the learner workload that would normally be carried out by a learner enrolled full time in:
- a single academic year, or
- a single calendar year.
Funding rate
We determine the amount of ACE funding for eligible TEIs based on their provision.
EFTS factors
ACE course EFTS factors are calculated according to the following table.
