Ministry of Education consultation open to sector in August
The consultation and sector engagement covers a range of areas and will close on 31 August 2022.
Consultation is targeted to identified funds and an invitation to participate has been provided to TEOs through Workspace2.
Why is the Ministry of Education (MoE) consulting?
In October 2021, funding determinations became secondary legislation, and MoE is required to consult on any variations to determinations.
MoE is currently drafting funding determination for 2023 and the Minister of Education has agreed to consult on a range of proposed variations.
MoE is also inviting feedback from the sector on proposed new funding mechanisms, and publicly consulting on proposed changes to settings for student service fees for 2023.
To complement with timing of wider engagement, TEC have decided to release a draft of the 2023 funding conditions for the unified funding system (UFS).
Variations to funding determinations
MoE is consulting on variations to the following funding determinations:
- Adult Community Education
- English for Speakers of Other Languages
- Literacy and Numeracy
- Māori and Pasifika Trades
New funding determinations
MoE is inviting feedback from the sector on the following new funding determinations:
- Te Tahua O Te Reo Kairangi – establishment of a new fund announced as part of Budget 2022
New funding determinations associated with the introduction of the UFS:
- Delivery at levels 3-7 (non-degree) on the New Zealand Qualification Framework (NZQF) and all industry training (this comprises the delivery and learner components of the UFS)
- Strategic component of the UFS
- Delivery at levels 7 (degree) and above on the NZQF
- Equity Funding (with funding for levels 3-7 (non-degree) now removed)
Consultation on settings for student service fees
The Minister of Education has invited submissions on proposed changes to student services fee settings from 2023. The proposed conditions have been published in the New Zealand Gazette.

2023 UFS funding conditions
The TEC is responsible for drafting the 2023 funding conditions of the UFS, which explain the terms and conditions that apply to the UFS funds.
The TEC doesn’t normally consult on funding conditions but has made an exception to seek feedback on the UFS conditions, said TEC Deputy Chief Executive Gillian Dudgeon.
“The UFS is such a significant new funding approach for the sector, so we wanted to provide another engagement opportunity to seek feedback from the sector on the design of the new system.”
