Change to reporting for Condition: Confirmed student enrolments
We are expanding the reporting requirement for Student Achievement Component (SAC) level 3 and above funding condition for 2019. The reporting requirement will include course enrolments where TEC funding is not claimed.
This means that, from 2019, tertiary education organisations (TEOs) must report course enrolments if:
- they charge students a fee(s)
- the fees refund period has passed, and
- they retain all or part of the fee when the student withdraws.
This is regardless of whether or not:
- they claim TEC funding, and/or
- the student’s withdrawal date is after the threshold for claiming funding.
The reason for the change is to provide full visibility of provision where there is a cost to the student, and sometimes to the Crown through student loans and allowances.
The new requirement will apply to all course enrolments starting on or after 1 January 2019 (for programme enrolments starting on or after 1 January 2017).
TEOs must report course enrolments for these students under Source of Funding (SoF) 31 in their Single Data Return (SDR) or against the relevant SoF code that the TEO is claiming funding for the enrolment.1
Course enrolments reported under SoF 31 are included in Educational Performance Indicator calculations.
To allow for any student management system changes required, TEOs will be able to report 2018 course enrolments in the August and December 2018 SDRs on a voluntary basis. This will allow TEOs time to resolve any technical issues before the reporting requirement takes effect in 2019.

Change to funding for international research students
Student Achievement Component (SAC) level three and above funding category five is being disestablished at the end of 2018. This means that international students enrolled in a post-graduate qualification other than a PhD will not be eligible for SAC funding from 1 January 2019.
