Delivery at Levels 1 and 2 on the NZQCF (DQ1-2) Fund
The Delivery at Levels 1 and 2 on the New Zealand Qualifications and Credentials Framework (DQ1-2) Fund contributes towards the cost of teaching and learning services for learners enrolled at a tertiary education organisation (TEO) and studying towards a qualification or micro-credential listed on the NZQCF at Levels 1 and 2.
The Delivery at Levels 1 and 2 on the New Zealand Qualifications and Credentials Framework (DQ1-2) Fund contributes towards the cost of teaching and learning services for learners enrolled at a tertiary education organisation (TEO) and studying towards a qualification or micro-credential listed on the NZQCF at Levels 1 and 2.
Delivery on the New Zealand Qualifications and Credentials Framework (NZQCF) comprises three funds:
- Delivery at Levels 1 and 2 on the NZQCF (DQ1-2) Fund
- Delivery at Levels 3 to 7 (non-degree) on the NZQCF and all industry training (DQ3-7) Fund, and
- Delivery at Levels 7 (degree) to 10 on the NZQCF (DQ7-10) Fund.

Funding for foundation education, which includes DQ1-2 funding:
- provides a low-cost way for people who do not have essential foundation skills to achieve these skills
- supports learners to progress to higher levels of study and gain skilled employment
- builds the literacy and numeracy skills of eligible learners
- enables beginner learners to learn English or te reo Māori; and
- supports TEOs that can best meet the needs of foundation education learners.
Learners must be studying towards a qualification or credential listed on the New Zealand Qualifications and Credentials Framework – NZQA.
