The Reform of Vocational Education Programme (RoVE) has announced that Alastair Carruthers has stepped down from his role as the Chair of the Services interim Establishment Board (iEB) effective from the 10 February 2021; however, he has agreed to stay on as a board member.

His decision to stand down as Chair has been based on wanting to dedicate more time to his new business venture, Homeland NZ Enterprises.

The Services interim Establishment Board was established in June 2020, along with the five other iEBs. 

Alastair has been an exceptional Chair, leading and coordinating the work to engage the Services sectors in the development of the draft Order in Council proposals that will establish the WDCs as legal entities. 

Over the last few months the iEB, under Alastair’s leadership, led significant engagement with industry, meeting with stakeholders, peak bodies and Māori groups as part of the development of proposals for the OiC development.

The Tertiary Education Commission’s CE, Tim Fowler, has appointed Jill Hatchwell, an existing Board Member, to Chair the Services iEB until the Services Workforce Development Council is formally established later this year

Jill is an experienced director with more than 30 years’ experience in financial and corporate management and has been involved in the formation and growth of a range of entities.

Jill’s involvement with industry training organisations began with her appointment to the ATTO board: she served on the merger committee leading to formation of ServiceIQ. She has extensive aviation industry experience from her involvement with the growth of Vincent Aviation into one of New Zealand’s largest privately-owned, international airlines.

Jill is a Chartered Member of the Institute of Directors; her current board roles include ServiceIQ, the CAA (Civil Aviation Authority), NZX-listed SMW Group Ltd and Chatham Rock Phosphate Ltd (both NZX and TSX-listed.
