"Our tertiary landscape continues to change but the goal of a tertiary system that delivers for all learners remains at the centre of what we do."

The Tertiary Education Commission (TEC) has released its Plan Guidance for tertiary education organisations (TEOs) submitting new Plans for funding from 1 January 2022.

Plan Guidance provides TEOs with information about what the TEC will be looking for in their Investment Plans, and how their Plans should align with Government priorities including those set out in the Tertiary Education Strategy (TES).

“This will be the first Plan round for TEOs to respond to the new TES,” says TEC chief executive Tim Fowler. “We will work with you throughout the Plan round to develop a phased plan to respond to the TES over the next three to five years.”

Similar to previous years, ‘learner outcomes’ remains a key focus highlighted in this Plan Guidance. “We acknowledge that these are challenging times for the TEOs as we all deal with the impacts of COVID-19,” says Mr Fowler. “We want to reassure you that we are committed to working with you to achieve the best outcomes for learners and for New Zealand,” he added.

The Reform of Vocational Education (RoVE) is fast moving and wide reaching work programme that will enable a strong, unified, sustainable vocational education system. “We will continue to communicate  any RoVE impact on our investment process through a variety of channels, including Supplementary Plan Guidance, when required,” says Mr Fowler.

"Meanwhile, we expect you to start building  good working relationships with the Workforce Development Councils (WDCs), and Regional Skills Leadership Groups (RSLGs) as they become operational.”

Along with the Plan Guidance, an Investment Toolkit will also be made available in the early 2021. The toolkit contains a suite of products and templates to support TEOs in the development of their Investment Plan.
