As part of the reform of vocational education (RoVE) programme, the TITO Transitions Project facilitated and supported the Transitional Industry Training Organisations (TITOs) to develop their transition plans and have them approved.

These transitions were required under the Education (Vocational Education and Training Reform) Amendment Act 2020. The plans outlined how the TITOs would transition their arranging training activities to providers.

On approval of a TITO’s plan, the Tertiary Education Commission (TEC) worked with the TITO and the receiving provider(s) to make the transition as seamless as possible for employers, learners and staff.

The transition of arranging training activities was a first step towards the integration of on-job, on-campus and online training. These transitions were completed by 1 October 2022.
