Funding – Te Tahua o Te Reo Kairangi

This initiative-based funding supports providers to develop existing and new programmes. It is not intended to be the only source of funding that providers use to develop or deliver programmes. It is intended to be an additional support for initiatives that enable growth in high proficiency te reo Māori.
Initiatives could:
- improve or expand existing programme delivery
- support the creation and development of new programmes or learning resources
- contribute to establishing pathways for Māori medium education school leavers who want to continue in immersion education
- strengthen cross-sector capability through shared resources, pathways or learning opportunities
- improve learning environments – including digital learning environments – to support growth in provision
- meet staffing or facility costs to materially improve delivery and develop internal capability to deliver high proficiency te reo Māori learning opportunities, and
- establish or strengthen partnerships between existing providers and whānau, hapū and iwi to support language revitalisation.
This is not an exhaustive list. You are welcome to propose other initiatives that support growth in high proficiency te reo Māori and language revitalisation.
How much can be applied for?
You may submit as many applications as you like. There are no minimum or maximum caps on the value of your applications within the funding that is available for 2025 onwards.
We expect most proposals will be for one year. You can request up to a maximum of three years of funding. If you are applying for multiple years of funding, you will need to explain what the benefits would be from the initiative being funded for multiple years.
We anticipate that initiatives to develop new provision – or that demonstrate material improvement to provision and growth in highproficiency te reo Māori – could have a range of values. We welcome ambitious initiatives with broad-ranging benefits.
Please note that we may seek to only partially fund a proposal. If this happens, we will contact you to have a conversation about what this may look like. Alternatively, we may engage with you if we consider that a proposal is particularly promising and could warrant additional funding.
What can the funding be used for?
When developing the budget for your initiative, please note that funding may be used for:
- personnel costs for implementing the initiative,
- capital expenditure on assets required for implementing the initiative,
- release time for staff to support their participation in the initiative,
- purchase of software required for the initiative, and
- resource development and publishing costs.
You cannot use funding for:
- any purpose other than the stated initiative (and it must be ring-fenced within the institution)
- subsidising or addressing business-as-usual delivery, including any cost pressures for the core delivery of te reo Māori or immersion learning
- any initiative that the Tertiary Education Commission (TEC) already funds (though it may be used to materially improve an existing funded initiative if it is a distinct improvement that delivers growth and is aligned to the Fund’s intent), and
- fees to another government agency, eg, costs of quality assurance or qualification delivery where you are developing a new qualification.
Funding is allocated annually
We will allocate funding through annual application rounds, with funding agreements to be negotiated and agreed before the period of delivery.
The application round for 2025 funding is from Monday 12 August to Friday 20 September, for initiatives to be delivered from January 2025 to December 2025 (or for multiple years from January 2025).
The application round for future years is likely to be run in August/September each year, for initiatives to be delivered from January to December in the following year or for multiple years.
