HAFL is paid directly to TEOs. TEOs are expected to decide how, when and where the funding is used, within the conditions of the fund.

Applying for funding

As all HAFL funding has been allocated, additional funding is currently unavailable.

If funding does become available, either due to TEOs not accepting or returning unused funding, we will let the sector know and seek to re-allocate it.

How funding was calculated

Your 2020 funding level, and school-leaver decile data were used to calculate your indicative allocation.

We started by taking the total amount of 2020 funding you have been allocated across the funds eligible to be supported by HAFL.

We then captured the percentage of school leavers that had enrolled to your organisation from a decile 1-3 secondary school in the last three years for which we have data (2016-2018 inclusive).

This percentage was used to estimate the proportion of learners throughout your learner base that may be more likely to benefit from funded support.

For this percentage of existing 2020 funding, you were allocated $0.024 per dollar.

For the rest of your existing 2020 funding, you were allocated $0.005 per dollar of existing 2020 funding.

For example, if you have been allocated $1m of funding in 2020 from eligible funds, and 30% of your school-leaving learners between 2016 and 2018 left a decile 1-3 school, your allocation would be:

$1,000,000 x 30% x 0.024

PLUS

$1,000,000 x 70% x 0.005

A total weighted allocation of $10,700.

If you had fewer than 50 learners who left secondary school between 2016 and 2018, we applied the average percentage of learners who were from decile 1-3 school leavers, which across all TEOs is 19.88%.

Final Allocation

To ensure a minimum support level for all TEOs, regardless of size, your final allocation is dependent on your total level of funding.

If your 2020 funding allocation of eligible Funds was more than $1m you have been allocated the greater of:

  • $10,000, or
  • your Weighted Allocation as per the above method.

If your 2020 funding allocation of eligible Funds was between $0.5m and $1m, you have been allocated the greater of:

  • $7,500, or
  • your Weighted Allocation as per the above method.

If your 2020 funding allocation of eligible Funds was between $0.1m and $0.5m, you have been allocated the greater of:

  • $5,000, or
  • your Weighted Allocation as per the above method.

If your 2020 funding allocation of eligible Funds was between $0 and $0.1m, you have been allocated the greater of:

  • $3,000, or
  • your Weighted Allocation as per the above method.

If you feel as though you have been allocated funds in excess of your requirements, we would be grateful if you could inform us; and we will offer them to other learners at other TEOs.

Funding wash-ups

2020 Hardship Fund for Learners Recovery Methodology

We will recover unspent Hardship Fund for Learners (HAFL) funding.

Recoveries are based on:

  • HAFL allocated funding,
  • 2020 actual spend data, submitted through the end of year Hardship Expenditure report, and
  • 2020 actual usage data, submitted through the end of year Hardship Usage report.

How we will calculate any Recovery

  • We will recover the difference between the funding and the actual spending adjusted for condition off-sets.

Condition off-sets applicable to HAFL funding

A condition off-set is delivery that is not funded because it does not meet the HAFL funding conditions.

We will apply the following condition off-sets and remove ineligible National Student Numbers from actual 2020 spend data where:

  • learners enrolments and programmes are delivered outside the funding period; or
  • learners whose enrolments and programmes are not currently funded under any of the funds listed in Section 1.1 (a) of the HAFL condition; or
  • we are unable to validate the student enrolment reported in the Hardship Expenditure IPI report, against actual reporting; or the TEO has not submitted their expenditure template or
  • the expenditure template reported a zero dollar spend.
