TEO eligibility

TEOs who receive funding from at least one of the following funds are eligible to receive HAFL:

  • Intensive Literacy and Numeracy Fund;
  • Intensive Literacy and Numeracy – English for Speakers of Other Languages;
  • Intensive Literacy and Numeracy – Refugee English;
  • Student Achievement Component – Qualification at Level 3 and above on the NZQF;
  • Student Achievement Component – Qualification at Levels 1 and 2 on the NZQF;
  • Youth Guarantee; or
  • A grant under section 321 of the Education Act.

Learner eligibility

HAFL may only be used to assist learners who are funded through one of the following funds:

  • Intensive Literacy and Numeracy Fund;
  • Intensive Literacy and Numeracy – English for Speakers of Other Languages;
  • Intensive Literacy and Numeracy – Refugee English;
  • Student Achievement Component – Qualification at Level 3 and above on the NZQF;
  • Student Achievement Component – Qualification at Levels 1 and 2 on the NZQF;
  • Youth Guarantee; or
  • A grant under section 321 of the Education Act.

To be eligible, the learner must also:

  • Be an eligible learner as per the conditions of the Fund they are funded from; and
  • Meet any other relevant conditions of the Fund they are funded from.
