Supplementary information for Plans for 2017 and 2018

This section is for universities, institutes of technology and polytechnics (ITPs), wānanga and private training establishments (PTEs) that are submitting an Investment Plan in 2016, seeking funding approval from 2017. It includes guidelines, supporting information and templates.

Organisational self-assessment (for all TEOs to complete)

All tertiary education organisations (TEOs) need to do a self-assessment for this Plan round. The self-assessment is designed to give you a clear understanding of what you want to deliver, and what you are capable of delivering, in your Investment Plan. It also helps you identify what you could be doing more of, while pinpointing areas you could improve.

The self-assessment criteria are:

  • what you committed to: your performance commitments from your previous Investment Plan
  • what you achieved: evidence of movement against performance commitments
  • why that movement happened: explain what went well and what didn’t go well 
  • lessons learnt: what you will do differently or more of in the future.

Guidance for boosting achievement of Māori and Pasifika

We developed the Guidance to achieve TES Priority 3: Boosting achievement of Māori and Pasifika (the Guidance) in consultation with the sector to enable you to self-evaluate and promote conversations on how this priority of the Tertiary Education Strategy (TES) can be achieved through Investment Plans.

We understand that TEOs can respond to TES Priority 3 in a variety of ways, and some of you already have successful processes and frameworks in place. If you have, we encourage you to share with others in the sector how you carry out best practice. 

For those of you who are yet to develop these processes and frameworks, this is a useful resource to help boost achievement for these priority groups. It will help you to highlight strengths and identify areas for improvement – particularly in the areas of current provision and engagement.

University and ITP Outcomes Frameworks

We have worked with representatives from the university and ITP subsectors to develop planning and accountability frameworks. These include:

  • an outcomes hierarchy that identifies key inputs, processes and outputs, and how these contribute to outcomes
  • where possible, agreed performance indicators for each part of the framework.

These frameworks should help you develop a performance story in your Investment Plan, capturing the distinctive characteristics of your mission and role.
