Plan Guidance for 2017 and 2018: Introduction

Plan Guidance is the means by which we advise you of the things we expect to see in your Investment Plan. Your Investment Manager will provide further advice and information as part of the engagement process.

We’re releasing this Plan Guidance a few months earlier than in the past for two key reasons: to give you more time to develop your plan, and also to allow us time to work with you to iron out some of the details, particularly of the changes we’re looking to implement as part of the Investment Approach.

This does mean, however, that at this stage we can’t provide all of the details that you need to complete your plan (for example we don’t yet have decisions about how we’ll be undertaking a competitive funding round for SAC funding at levels 1 & 2). Also, we want to work with you over the next few months to make sure that Gazette notices we issue (which set out what your Plan must contain, and how we’ll assess it) are designed to get the best result for everyone.

So this Plan Guidance will be supplemented by Gazette notices and extra information at a later stage, probably in March or April 2016.

We’ve started engaging with you on our new Investment Approach. It will take some time to implement some of the more significant changes to how we invest. We’re planning to roll out these changes in the future. In the meantime we are looking at making some operational changes for this round as a first step toward putting in place the Investment Approach. Some of these changes will require us to develop new tools and templates to capture data and information, and we’ll be working with you to do this as part of our discussions on the Investment Approach.

A main focus of the changes that we are making is to improve our information, evidence base and measures. We are introducing changes to the and a number of new “information products”. These changes will help us, the sector and students to make better decisions about where and what to enrol and invest in.

Focusing on these goals does not mean that our priorities have changed: We will continue to focus on the priorities of the Tertiary Education Strategy (TES). The Investment Approach is about finding a better way to achieve these priorities. You’ll find more specific information about each of the Tertiary Education Strategy Priorities in Appendix 1.
