Chief Executive's Foreword

The 2017 and 2018 plan rounds represent the first step change in the way that we look at how and where we make investment decisions. We need to anticipate changes and future-proof the system.

We work in a changing environment

Demographic and economic forces are already driving change. Tertiary enrolments are reducing because of a drop-off in the number of students at school and more young people are choosing to go directly from school to work.

The education system will become increasingly internationally competitive and technology-enabled over the next decade and the system will need to respond to greater learner diversity as our population changes.

We will continue to use a Plan-based system, but we will make sure it works for all of us

To get better outcomes for graduates and New Zealand, we will use the existing plan-based system but take a significant shift in approach toward investing based on expected returns, informed by rich information about performance and outcomes.

We will simplify the plan system to move away from unnecessary administrative compliance and toward activities that make a difference for learners and tertiary education organisations.

We will focus on improving outcomes for learners too

We collect a range of rich data and we will use this to better understand the links between learners, the performance of tertiary education organisations, and educational and career success. This gives us an opportunity to adapt our performance metrics and funding incentives to improve decision-making by students, employers and tertiary education providers.

We will be able to better target investments so all New Zealanders are equipped with the knowledge and skills they need for lifelong success, while also reducing social cost to government and individuals.

We will partner for success

We know that changing the tertiary education system for the better is not something we can do alone. It is only in partnership with you, the tertiary education organisations, that we can make this difference for New Zealanders. Together, we also need to learn and seek guidance from employers, learners and education system partners. This will ensure that we develop an approach that works across tertiary education and out into the workforce.

And more than ever, we’ve tried to put together this Plan Guidance with tertiary education organisations in mind. It is a tool to help you develop plans that contain the things we expect to see, so you can achieve excellent outcomes for your organisations and the learners you support.
