This page sets out the eligibility criteria for the Emergency Management (Adult and Community Education) fund.

It outlines TEO eligibility, programme eligibility and learner eligibility.

TEO eligibility

To be eligible to receive Emergency Management Adult and Community Education (ACE) provision funding, a tertiary education organisation (TEO) must be:

  • a university
  • an institute of technology and polytechnic (ITP)
  • a wānanga
  • a private training establishment (PTE)
  • a community organisation or
  • an employer recommended to receive funding by the emergency management co-ordination body.

Working with organisations, groups and communities

A TEO must work with organisations, groups, and communities to identify and meet civil defence emergency management and fire-fighting training needs. See Condition EM006.

Programme eligibility

To be eligible for funding, an emergency management programme of training must be:

  • a programme made up of unit standards and credits that may lead to a qualification on the New Zealand Qualifications Framework, a short award or a training scheme
  • recommended by the emergency management coordination body (The Skills Organisation) and
  • appropriate for volunteers.

Learner eligibility

To be eligible to enrol in an Emergency Management (ACE) course of programme, a learner must be:

  • a New Zealand citizen or resident
  • nominated to undertake the emergency management training by the emergency management training body (The Skills Organisation).

Verifying learner eligibility 

TEOs must ensure that learners are eligible to enrol in Emergency Management (ACE) funded training. It is recommended that TEOs use one of the following methods to verify learner eligibility:

Type of student Verification methods
A New Zealand citizen

A TEO can:

a)    confirm the student's citizenship status using the student’s NSN; or

b)    receive an assertion through RealMe® that the student was born in New Zealand (prior to 2005); or

c)    sight an original or certified copy of one or more of the following documents:

       i)      a New Zealand birth certificate; or

       ii)     a New Zealand passport; or

       iii)    a New Zealand certificate of citizenship; or

d)    if a student is unable to obtain a birth certificate for the purposes of (c)(i) above, 
contact the TEC to confirm that a whakapapa statement signed by both the student and a kaumātua is acceptable evidence of citizenship.

A New Zealand resident

A TEO must sight an original or certified copy of one or more of the following documents:

a)    a passport with a current returning residency class visa (a passport with a visa label); or

b)    a passport, and letter or email, confirming current returning residency class visa (label-less visa, followed by confirmation with Immigration New Zealand, where appropriate); or

c)    a certificate of identity from Immigration New Zealand if the student is a refugee.

Verification of learner identity 

It is recommended that a TEO verifies a learner’s identity when the learner enrols for the first time and the programme of learning leads to a qualification with an EFTS value of greater than 0.03 EFTS. 

For subsequent enrolments in consecutive years, the TEO is not required to re-verify identity.  However, TEOs should assess their level of risk around identity verification and, if appropriate, should develop a policy as to when the TEO must re-verify the learner’s identity.
